There was a sense of déjà vu as former Rep. Tom Little testified before the House Judiciary Committee on Tuesday afternoon. Little, a Shelburne Republican, was chairman of that committee nine years ago when it passed the first-in-the-nation civil union law. And while civil unions met the requirements under the state Constitution, Little said it has become clear that there are intangible benefits to marriage that gay and lesbian couples in Vermont are being denied.
